Cordillera - In the rugged highlands of Banguitan, Besao, Mountain
Province, a young man once tended rice paddies and dreamed of a brighter
future. Today, Jail Cadet Efraim Wallang Parocha stands tall as the Top 6 of
the Philippine Public Safety Academy Madayawlahi Class of 2025—an
achievement that echoes far beyond the Cordilleras.
A farmer’s son from Kaagitan, Parocha’s journey is rooted in hard work and unwavering faith. After graduating from Banguitan Elementary School and Saint James High School of Mountain Province Inc., he pursued Criminology at Mountain Province State Polytechnic College (now MPSU). In 2017, he placed an impressive 4th in the Criminologist Licensure Exam with an average of 89.05%—proof that dedication pays off.
His academic excellence led him back to MPSU as a criminology instructor, shaping young minds and sharing his passion for public safety. But Efraim’s vision reached further. He joined the Bureau of Jail Management and Penology as a jail officer, gaining vital frontline experience.
Unsatisfied with standing still, he took the challenge of the Philippine Public Safety Academy entrance exam and passed. With grit, humility, and an unwavering commitment to serve, he endured the demanding training and emerged among the best—ranked 6th nationwide.
Jail Cadet Parocha’s story reminds us that no dream is too big for those who work the hardest. From muddy rice fields to the ranks of future national leaders, he proves that our roots do not define our limits—they nourish our growth.
To every young Igorot, every child of the Cordilleras, and every dreamer working quietly in the shadows: take heart. Like Efraim, you too can rise, serve, and shine for your community and the nation.
