'Silent Night' ordinance in Baguio signed into law

Cordillera - The people and residents of Baguio deserve a quiet and peaceful night to recover from the hard day's work. 
Thanks to the ordinance authored by Councilor Edgar Avila that had been passed into law last year making it unlawful for any person to make or cause "excessive, unnecessary, or unusual loud sounds" from any audio device within residential areas, subdivisions and public streets in the city from 10 pm to 5 am.

The good councilor explained that people look forward to going home after a hard day's work or after school and expect an evening of rest, peaceful bliss and good night's sleep. 

However, some inconsiderate and selfish individuals seems to neglect the well-being of their neighbors and go beyond their selfish noisy parties and celebrations.

"Our people are deprived of the well deserved peace because of rowdy, noisy parties or gatherings in the neighborhood and neighbors and strangers who take for granted the well-being of others and think only of their own enjoyment," Avilla said.
The ordinance now prohibits excessive loud noise coming from any audio and musical instruments such as radio, CD player, television set, amplifier, drums, loudspeaker, karaoke or videoke within residential areas, subdivisions, public streets and 200 meters within schools, hospitals and places of worship.

Violators of the ordinance will be given an initial verbal warning to remind them to tone down the noise. However, failure to heed the warning and if violation is deemed excessive, a fine of P1,000 or imprisonment of up to six months shall be imposed for the first offense; P3,000 for the second offense and P5,000 for the third offense.

Prohibited acts and corresponding penalties under this ordinance should be prominently posted in all barangays, ESPECIALLY IN BARANGAY CITY CAMP CENTRAL where the barangay captain often holds rowdy drinking sessions beyond 10 pm.

This law/ordinance does not have any "teeth". Let's see how Barangay Happy Homes Old Lucban impose this ordinance to hotels like Supreme Hotel. To think that a church, school and residential area is within 50meters of this hotel.

ok, there will still be pros and cons about this one, but yeah, thanks for killing a special scene in baguio that promotes the artistry of musicians; some performers cannot play in the afternoon or early in the evening until 10pm since some of them have daily jobs too..but yes a BIG thanks to this one.

Wen ni bandiola...lalo dyay city camp lagoon..pinayagan dagiti previous and recent barangay vaptains nga ag squat da idyay dagiti muslims.ni ananayo,macadangdang and alangsab..matagal nang panahon kapag magsasamba sila naka speaker pa 3-4 am ng madaling araw kumakanta sila.dinig sa buong nakapalibot na barangay.and until now councilor na si alangsab di man nya mapatigil yan.palibhasa iniisip nya ang boto at maa concern pa sya sa mga muslims kesa sa mga taga city camp central na tumulong sa knya at sumuporta sa carreer nya.

There will be pros and cons regarding this...Just to share.im also working in a country where everything are strict also like sounds etc.Living here is like no freedom to do things u like having coffee or a bottle of beer hearing the sounds of nice music.Tapos yung feeling lang n hay i miss my hometown Baguio City wear everything are n my freedom to walk at session ,have night life....nasa tao lng nmn kc yan Disiplina lng naman but not to ban everything sana parang wala nang freedom s kc lahat nlng bawal...Mga taga Baguio disiplinado mga tao..yung mga di kc taga jan kayo gumagawa ng di mganda tuloy....Wala n tuloy excitement umuwi kc lahat bawal..hayyyyy

More...Police patrols and cctv lang sana sa lahat ng barangay jan s baguio and more street light para more safety.yung di k natatakot maglakad s gabi after work...yun ang maganda.Tah adah usar na mit jay increase of salary ti police."Safe Baguio ,Safer Baguio" :)

You might want visit sa small place in trancoville. Believed to be owned by a city official, cops passing by simply ignore when their customers boisterously laugh, sing, play musical instruments and talk their hearts out until 2am.. having all the neighbors hear it.. makisuyo naman pls.. hndi kami pinapansin kpg nag rereport eh..

yes please include all noisy neighbors that disturbs our sleeping time. Mga pasaway nga mga transient guests na di nasunod sa house rules

This law is good but requires enforcement otherwise useless. The fines are too low. I have inconsiderate neighbors here in City Camp Central who sell at the night market. They come home around 2 am. They bang their gate and knock on their doors as if they're the only ones residing in the neighborhood. Worse, they are met by their dogs barking and whining and always kicks its metal food bowl. All these racket in the wee hours of the morning, almost every single day. What inconsiderate assholes.

Is there anything in this ordinance regarding people who leave their dogs outside to bark for hours all night long? That's just as disruptive as music... City Camp Central has several..

dapat saan lang nga 10pm to 5pm.. adu metten ti agtrabtrabaho ti rabbi ditoy baguio...kasla kuma kenyami nga adda ti call center. nagadu ti call center ditoy baguio. Kurang daytoy "silent night law"

In regards to this silent night ordinance, is loud talking and laughing of the neighbors in the middle of the night is included to this ordinance?

ASIN ROAD BARANGAY SAKLIT AREA. There are people drinking every night and shouts all night. our barangay is not taking any actions on these complaints. I hope that the higher ups can talk to our barangay captain. He doesn't mind all the complaints.
