Cordillera - On September 18, 2024, PGEN Rommel Francisco D MARBIL, Chief, Philippine National Police, administered the oath and led the donning of rank for PMGEN MARK D PESPES.
Hailing from Tadian, Mt. Province, PMGEN PESPES brings with him a wealth of experience and a strong background in operational leadership, earned over decades of service in the PNP. On May 8, 2024, he took on the role of Acting Director of the Special Action Force (SAF), quickly earning the respect of his colleagues and subordinates for his sharp strategic vision and leadership skills.
As the 31st Director of SAF, PMGEN PESPES has remained dedicated to the unit’s mission of leading counterterrorism, special operations, and high-risk law enforcement. His tenure has been marked by both innovation and excellence, further strengthening SAF’s role as the country’s foremost force in combating terrorism and security threats. Under his guidance, the unit continues to be a vital defense against terrorism and insurgency, ensuring the protection of the Filipino people.
PMGEN PESPES embodies the core values of the Special Action Force—Courage, Integrity, and Excellence. His deep expertise and understanding of SAF’s operational needs position him to lead new initiatives that will boost the unit's capabilities and preparedness for the challenges ahead.
This promotion is a fitting recognition of PMGEN PESPES’ many accomplishments and also highlights the collective efforts of the SAF personnel who serve the nation with dedication and honor. As Director, he is prepared to guide SAF to new levels of success in maintaining national peace and security.
PMGen. Pespes has been known as the brave cop of saved Leila De Lima from the hostage taker at the PNP Custodial Center in October 2022.
Pespes was among the three cops who responded and neutralized Abu Sayaff members who attempted to escape the Custodial Center.
He tried to negotiate with a detained Abu Sayyaf member who hostaged former Sen. Leila De Lima. The inmate, still holding De Lima, asked for water. Col. Pespes gave the water with his left hand and quickly shot the inmate point blank with his right hand.
