Philippine congress approves universal health care for all Filipinos


Cordillera, - The House of Representative has made a tremendous leap in making the proposed universal health care bill into law by unanimously voting the approval during the third and final reading last week. 

Majority of the lawmakers voted  222-7  for the approval of the bill HB 5784 that will provide health insurance coverage for all Filipinos to have a guaranteed access to medical needs without a great risk of financial burden.

Under the bill, individuals will get comprehensive health services they need including health promotion to prevention, treatment, rehabilitation and palliative care according to Kabayan Representative Harry Roque. 

"This includes inpatient, outpatient, and emergency care services encompassing preventive, promotive, curative, rehabilitative, and palliative medical, dental, and mental health services," Roque said.
The bill will act as a means for those wealthy and healthy members to help pay for the care of the members who cannot afford medical treatment. 

Membership of  the program will be categorized as either contributory or those who are gainfully employed, meaning public and private workers, or non-contributory, which refers to people who do not pay contributions such as indigents, senior citizens and other group identified by the Department of Social Welfare and Development. 

House Bill (HB 5784) which is expected to be launched within three years will allow every Filipinos guaranteed access to health care providers. 

Under the bill, in-patient health services and basic accommodation will be made free for the non-contributing members and a fixed co-insurance rates for those to want access for higher types of accommodation. 

Outpatient services are free of charge in public hospitals and clinics while a fixed co-insurance rates will be charged for members who opt for treatment in privates health facilities. 

Funding for the program will be source out from member's contributions, national and local government allocation, Philippine Charity Sweepstakes Office (PCSO) health assistance funds and the Philippine Amusement and Gaming Corporations (Pagcor).

IT'S ONE OF THE BEST BILL IF THE CONGRESS CAN DO. HOSPITALIZATION IN OUR COUNTRY IS VERY EXPENSIVE. MEDICINES ARE EXPENSIVE TOO COMPARE TO OTHER COUNTRY MOSTLY, FREE HOSPITALIZATION TO THEIR CITIZENS.
