Tabuk City, Kalinga awarded ASEAN Clean City for the First Time


Cordillera - The city of Tabuk in Kalinga province has been bestowed the Association of Southeast Asian Nations (ASEAN) Clean Tourist City Award for espousing the ASEAN Tourism Standard.

This is the first time that the city of Tabuk is receiving the award, which is being given every other year. 

Tabuk passed all the seven criteria set under the ASEAN Clean Tourist City Standard including  environmental management, cleanliness, waste management, awareness-building about environmental protection and cleanliness, green spaces, health safety and urban safety and security, and tourism infrastructure and facilities.

The ASEAN Clean Tourist City award is a recognition given to member-nations to encourage them to improve the quality of tourism in their cities, increase marketing competitiveness, create jobs for local residents and push economic growth.

The award is a testament of the dedication of the LGU Tabuk to uplift its name and be certified among ASEAN clean tourist cities in the Philippines. 

Such recognition is expected to boost local tourism of Tabuk both in the local and international community as its name will be included on the ASEAN's official website and will also be included at the ASEAN Tourism Forum, festival and associated events.

Inspiring 30-year-old father enrolled in Grade 1 to learn how to read and write

Cordillera - In a heartwarming display of determination, Rizalde Bisalona, a 30-year-old resident of Glan, Sarangani, has become an internet sensation after a video of him attending Grade 1 classes at Tamala Elementary School went viral. 

Enrolled for the 2022-2023 school year alongside classmates six to seven years younger, Rizalde's decision to pursue education was driven by a unique circumstance – his son is also a student at the same school, and rather than idling away his time waiting, he chose to make the most of it.

Despite facing challenges like not knowing the alphabet, Rizalde showcased eagerness to learn, expressing excitement as he gradually grasped the fundamentals of reading and writing. 

His teacher interviewed him in a video uploaded on September 2, 2022, by Anne Patigayon, an employee of the Department of Education Sarangani, on TikTok. 

The heartening footage has resonated with netizens, amassing over 5.1 million views, 671,000 likes, and 17,100 comments. 

Many online users have commended Rizalde's admirable determination to pursue education at an age when most have long left elementary classrooms, applauding his commitment to learning to read and write. 

Rizalde's story serves as an inspiring example of lifelong learning and the pursuit of knowledge against all odds.

College of Medicine in Benguet State University (BSU) now a reality

Cordillera - Benguet State University (BSU) is now on its way of realizing the dream of establishing it College of Medicine after President Ferdinand R. Marcos Jr. signed into law House Bill No. 312 which seeks to establish College of Medicine at BSU.

The bill which is now a law (RA 11970) granted BSU to offer Doctor of Medicine program plus Integrated Liberal Arts and Medicine Program that aims to develop corps of professional physicians and help strengthen the country's healthcare system, as well as to respond to the human resources development of the Province of Benguet and the Cordillera Administrative Region (CAR).

"Ganap na pong batas ang panukala nating House Bill No. 312, na ngayon ay RA 11970. As a newly-appointed legislative caretaker in 2020, isa sa pinuntahan natin agad ang BSU. And we knew right there and then na kailangan magkaroon tayo ng College of Medicine - para mas maraming mabigyan ng pagkakataon makapag-aral, mas maraming scholarships, mas maraming opportunity para mai-angat ng kabataan ang standard of living ng kanyang pamilya", Benguet Congressman Eric Yap who authored the law wrote on a FB post.

Yap said the budget for the construction of College of Medicine building was also included in the 2024 National budget.

"We also made sure to lobby for funds for the construction of a College of Medicine building,  for next year, at aprubado na rin po at kasama na sa National budget ito," Yap said

"When I first talk about this idea openly, ang dami nagsabi na "masarap pakinggan pero mahirap magawa yan". Pero marami rin ang na-excite at nagpasalamat agad na naisip nating gawing panukala ito. Next year, we will welcome the very first batch of College of Medicine students in our very own Benguet State University," he added.

Baguio, Cordillera students are top English speakers in the country

Cordillera - The city of Baguio emerged as the top English-speaking and -listening city in the Philippines, according the 2023 English Proficiency Index released by the international education company EF Education First.

Baguio garnered a score of 619 which surpasses the high-scoring cities like Dumaguete and Davao.

Meanwhile the Cordillera Administrative Region (CAR) topped the English-speaking and -listening regions in the Philippines, surpassing the previous high-performing regions like Eastern Visayas and Davao.

Senator Sherwin Gatchalian, chairman of the Senate Commitee on Basic Education commended Baguio and Cordillera region and the country should learn their best practices to boost learner's English proficiency.

"Congratulations to the learners and teachers in Baguio and CAR for their outstanding performance in the recent international assessments. There's a lot to learn from them to improve the performance of students in all parts of the country when it comes to English proficiency...," Senator Gatchalian said.

CAR stands out as one of the top-performing regions in the 2022 edition of the Program for International Student Assessment (PISA). 

Alongside the National Capital Region (NCR) and Region 4A, CAR boasts one of the highest proportions of students meeting the minimum proficiency in reading. 

The 2022 PISA outcomes indicate that two out of five students in CAR have attained at least the minimum proficiency level in reading.

WATCH: Igorot fighter Carl James Martin knocks out Thai foe in 6th round, captures WBO Global Super Bantamweight Title

Cordillera - Cordilleran boxing sensation Carl James "The Wonder Boy" Martin won via TKO against Thai fighter Chaiwat Butkrathok in the 6th round at the Elorde Sports Complex in Parañaque City on December 18, 2023.

Winning the bout made the 24-year-old undefeated Cordilleran fighter from Lagawe, Ifugao the World Boxing Organization Global Superbantamweight Champion.

Martin is one of the country's rising boxing stars and believed by many boxing experts and fans to be the next Manny Pacquiao. 

He now hold the record of 23 wins, with 17 knockouts and no defeat. 

Meanwhile, Filipino boxing icon Manny Pacquaio has revealed the news that Martin has been included in his MP Promotion.

"Welcome to the MP Promotions. We are happy and proud to announce the signing of Carl Jammes Martin to the MP Promotions", Pacquaio said.

Martin will now included to Pacquaio stable of fighters like super bantamweight champion Marlon Tapales, Jerwin Ancajas, Eumir Felix Marcial, Mark Magsayo, and among others.

For Martin's part, joining MP Promotion will definitely boost his career to be a world champion someday.

“This newest chapter in my career will truly boost my aim of becoming a future world champion that PBC in partnership with MP Promotions will be very proud of,” Martin said.

Cordilleran Teacher from Apayao Tops Philippine Army CSC Class 761 - 2023

Cordillera - Pvt. Carmencita Alberto, a native of Conner, Apayao, emerged as the leader of Philippine Army Class 761-2023 during their graduation ceremony at Camp Melchor F. Dela Cruz in Upi, Gamu, Isabela. 

With an impressive rating of 92.78, Alberto excelled in her class, showcasing unwavering focus and determination throughout the challenging six-month military training.

Despite entering a predominantly male-dominated domain, she distinguished herself through her passion for serving and defending the nation. 

In an interview, Alberto shared the difficulties she faced as a female participant but emphasized the importance of adaptability, cooperation, and empathy in overcoming challenges. 

She recounted moments when she contemplated giving up but drew strength from her commitment, family, and the support she received. "There were tough times, but I always reminded myself of the reasons to persevere—never give up, just keep fighting," reflected Alberto.

Furthermore, the education graduate expressed her desire for her achievement to inspire more women to join the military. "I hope this accomplishment inspires other women to step forward and become our allies in defending our country," she added. 

Alberto extended her gratitude to her constant sources of inspiration—her family, friends, relatives, and the Provincial Government of Apayao, which provided unwavering support to fulfill their dreams of public service.

"When you dream of becoming a soldier, you must prepare for it—not just physically and mentally, but in every aspect because the training is not easy. My parents are my inspiration to overcome all the challenges in the training school," concluded Alberto.

Baguio City is Fastest Growing Economy in Cordillera, Followed by Kalinga

Cordillera - In a remarkable economic surge, Baguio City has emerged as the frontrunner in the Cordillera Administrative Region's (CAR) thriving economy. 

The latest data reveals that in 2022, all provinces and Highly Urbanized Cities (HUCs) in CAR experienced growth, with Baguio City leading the pack with an impressive 11.3 percent growth rate. 

Following closely were Kalinga and Abra, boasting growth rates of 9.3 percent and 9.2 percent, respectively.

The economic landscape of CAR, with a total value of PHP 337.66 billion, witnessed Baguio City dominating with a substantial 45.9 percent share. 

Benguet and Kalinga secured the second and third spots with 23.3 percent and 8.0 percent shares, respectively.

Breaking down the economic sectors, the agriculture, forestry, and fishing sector in CAR reached PHP 28.12 billion, with Benguet leading with a substantial 44.5 percent share. 

In terms of industry, the region reported PHP 83.90 billion, and Baguio City emerged as a juggernaut, contributing 49.1 percent to the region's industrial output. 

The service sector, totaling PHP 225.64 billion, also saw Baguio City taking the lead with a commanding 50.0 percent share.

Looking ahead to 2023, the Provincial Product Accounts (PPA) compilation is set to encompass 82 provinces and 17 HUCs across 16 regions in the Philippines. 

These promising economic indicators highlight Baguio City's pivotal role in steering CAR's economic growth and position it as a key player in the national economic landscape.

2 Cordillerans are topnotchers in the September 2023 Licensure Examination for Teachers

Cordillera - In the recently concluded September 2023 Licensure Examination for Professional Teachers (L.E.P.T.), the Cordillera region proudly produced two outstanding students who secured coveted spots in the Top 10. 

Febie Gel Laquiao Dagson, an alumna of Kalinga State University, demonstrated exceptional knowledge and skills, earning the 8th spot among the Top Performing Examinees in the Elementary Level with an impressive rating of 93%. 

Similarly, Vivian Balong-angey Posayen, a graduate of Benguet State University, secured the 10th spot with a commendable rating of 92.60%.

The Professional Regulation Commission and the Board for Professional Teachers revealed that out of 23,782 elementary teacher passers, 16,716 were first-time takers, showcasing the success of new talents entering the teaching profession. 

For secondary teachers, 39,979 first-time passers highlighted the commitment of aspiring educators to contribute to the nation's educational landscape.

Benguet State University further distinguished itself as one of the Top Performing Schools, securing the 5th spot in the elementary level with an outstanding passing percentage of 96.08%. 

Additionally, Saint Louis University earned the 10th position in the secondary level, boasting a commendable passing percentage of 91.49%.

The accomplishments of Febie Gel Laquiao Dagson and Vivian Balong-angey Posayen, alongside the recognition of their alma maters, underscore the excellence and dedication of Cordilleran educators, contributing significantly to the advancement of education in the Philippines.

Cordillera - Thanks to Republic Act 10966, December 8 is now an annual special non-working holiday across the entire Philippines. 

This yearly celebration honors the Feast of the Immaculate Conception of Mary, recognized as the Principal Patroness of the Philippines. Back in 2017, then-President Rodrigo Duterte signed this special non-working holiday into law.

This legal move isn't just about a day off—it showcases the nation's dedication to preserving its religious roots and promoting unity, especially within its predominantly Catholic community.

Marked on December 8 every year, the Feast of the Immaculate Conception is a time to remember the belief in the Virgin Mary's immaculate conception, symbolizing her being conceived without original sin. 

Acknowledging the sacred nature of this event, the government designates it as a Special Non-Working Day, underscoring its significance in the lives of millions of Filipinos.

By declaring the Feast of the Immaculate Conception a Special Non-Working Day, the government provides Filipinos with a chance for profound spiritual contemplation and devotion.

62-year old Lola from Isabela Passed the 2023 Bar Exam on her first

Cordillera - When Bar Chair Ramon Paul Hernando announced the list of successful bar exam takers, it included a surprising individual among the 3,812 new lawyers out of the 10,791 who participated. Remarkably, a senior citizen, 62-year-old Rosula Domingo Calacala, was among the passers, achieving success on her first attempt.

Calacala, originally an accountant, embarked on her legal journey at the age of 58 at Northeastern College in Isabela. Despite starting late, she never received failing marks, with her lowest grade standing at 75.

Her path to becoming a lawyer was somewhat accidental. Encouraged by a relative, who was a law student, to enroll her children in law school, Calacala faced refusal from her older children. Undeterred, she decided to take on the challenge herself.

Initially, Calacala hadn't envisioned becoming a lawyer. She only learned about law as a course when a relative suggested enrolling her children. Facing criticism and comments about her age when she decided to pursue law at 58, she persevered, despite occasional mental lapses common in her senior years. This determination led her to secure her position as Bar passer #832 on the Supreme Court’s list.

Despite her upcoming retirement as a municipal government employee in Jones, Isabela, Calacala plans to practice law in her town, providing assistance to those in need.

For women of her age aspiring to pursue similar dreams, Calacala offers a simple message: “Just take the Bar, just take law school! You don’t know where [it will take you].” She emphasizes that if she can achieve it, others can too.

Scheduled to take her oath on December 22, alongside other 2023 Bar passers at the SMX Convention Center in Pasay City, Calacala's journey from having no law degree to obtaining professional legal certification took only five months.

Boy Bertod seems to be having a blast with his unconventional cooking method. Armed with just a pan, a ladle, and his favorite ingredients (black beans and etag), he whips up a tasty dish without needing a traditional fire. The heat from the exhaust pipe is all he needs to get the job done.

If you're a fan of bacon (kiniing), you can try this too. Just clean the surface of the exhaust pipe, lay the bacon on top, start your motorcycle, rev it a bit until the pipe heats up – and in a few minutes, your bacon is ready to go.

LOOK: Pinoy artist creates P5000 bill inspired by Kalinga tattoo artist Apo Whang-od Oggay

Cordillera - Filipino Artist Michael Angelo Sarate reveals on social media his P5000 paper bill art creation that was inspired by the legendary Kalinga tattoo artist Apo Whang-od Oggay. 

Sarate highlighted Apo Whang-od's remarkable accomplishments and contributions in the field of art.

"Taking inspiration from the recent masterpiece of Fashion Designer Mark Bumgarner, Michelle Dee’s evening gown, at the Miss Universe 2023, here’s another tribute to “a legendary Filipina who has become an icon, preserving the rich cultural heritage of indigenous tattoo art.”", he wrote. 

The P5000 bill is in plain black color to denote the color of Whang-od's tribal tattoo ink which is made up of charcoal and water. 

The portrait of Apo Whang-od in the front of the bill is taken from Vogue Philippines' cover in the April 2023 issue. 

At the back of the bill is the photo of Padjao rice terraces located in Buscalan, Tinglayan, Kalinga - the hometown of Whang-od. Buscalan became a popular tourist destination for adventurers and tattoo enthusiast coming from the different parts of the country and abroad. 

Along with the image of Buscalan, you can also see the Philippine serpent eagle (Spilornis holospilus) a kind of eagle endemic to the Philippines and can be found on most of the major islands of the country except Palawan.

Also visible in the design concept's back in the Apo Whang-od doing her art of tattooing and a tattoo pattern painted vertically on edge of the bill.

Michael Sarate is self-taught graphic designer and content creator promoting tourist destination based in Iloilo. 

He also created a Php2000 paper bill inspired by the late Miriam Defensor-Santiago.

Apayao student graduates magna cum laude at UP after 12 years in college

Cordillera - Al Christian Agngarayngay, a native of Apayao, Philippines, overcame numerous obstacles to achieve academic success. Recently graduating Magna Cum Laude with a Bachelor of Arts in Multimedia Studies from the University of the Philippines, Agngarayngay shared his inspiring story.

Hailing from a rural village, Al Christian's childhood was marked by happy memories, including riding a horse with his grandfather and reading books under a sturdy mango tree. Raised by his grandparents while his mother worked abroad, he faced the challenges of studying without electricity, using a gas lamp to continue his education.

Despite frequent school transfers, financial difficulties, and health issues, Al Christian's determination remained unwavering. Starting with a pre-med course at the University of Santo Tomas, he encountered setbacks but persisted in pursuing his passion for education. Transferring to FEU-NRMF Fairview due to health and financial challenges, he continued to prioritize his studies.

Ultimately, Al Christian's journey led him to the University of the Philippines, where he embraced the challenges of UP Diliman and earned a scholarship. Reflecting on his transformative experience, he emphasized the intellectual and academic maturity gained during his years on campus.

Now, as a Magna Cum Laude graduate, Al Christian Agngarayngay's story serves as a testament to the power of resilience, hard work, and the unwavering pursuit of education despite life's adversities.

Igorota lawyer from Sagada is 'Outstanding Professional of the Year' by the Professional Regulation Commission (PRC)

Cordillera - Cordilleran lawyer Mary Inglay Capuyan-Fokno has been recognized as the 'Outstanding Professional of the Year' in social work by the Professional Regulation Commission (PRC) for her exceptional service to the community. 

The prestigious award, to be conferred to Atty. Inglay on Dec. 10 in Metro Manila, is the highest honor from the PRC and acknowledges professionals who have demonstrated integrity in their field.

Atty. Inglay's competence and integrity were highlighted by her active involvement in professional activities, contributions to the advancement of her profession, and fulfilling social responsibilities. 

She serves as a legal counsel for small-scale miners and juvenile delinquents, runs Cordillera Quest providing skills training for out-of-school youths, and operates Inglay Restaurant in La Trinidad, Benguet, which has supported calamity victims through food drives.

Additionally, during the pandemic, she opened a feeding station at her restaurant.

Officially launched in April 2021 at the City Travel Hotel in Baguio City, Julie's Creations reflects Juliedan's growing experience, expanding network, and deepening understanding of the fashion world. 

Beyond fashion, she also organizes events like Little Miss Benguet, Little Miss Cordillera, Urban Cowboy, and Cowgirl, and serves as a board member for Little Miss World Philippines. Juliedan embodies ambition, creativity, and dedication.

Julie's Creations, Juliedan's brainchild, stems from her dedication to her children's pageants and a growing wardrobe. 

Recognizing the potential in her collection, she transformed her passion into a thriving business, officially launching Julie's Creations in April 2021. Her vision evolved as she honed her craft, making waves in various fashion shows in Baguio, Manila, and even internationally.

Juliedan's creations, including ready-to-wear ethnic dresses and stylish jackets for all ages, have captivated both local and international markets. 

Notably, Julie's Creations marked a global presence with a spectacular photoshoot magazine event in Dubai. Her brand has graced prestigious fashion events like "Pride: A Decade of Fashion in Manila," "Metro Fashion Weekend," and a recent show at Porta Vaga Mall in Baguio City. 

With an eye on the future, Julie's Creations is set to shine at the upcoming Mabika Fashion show in Hong Kong this November.

UC's Startup 'Para Po' to Represent Cordillera Region in Philippine StartUp Challenge 8 Grand Finals

Cordillera - Team Enigma Co. from University of the Cordilleras composed of members Carl Justin Masedman, Ryzel Felizco, Synne Navalta, mentor Dana Salvador, and their Startup 'Para Po' will represent Cordillera Administrative Region (CAR) at Cebu City on December 6, 2023 for the Grand Finals of the Philippine StartUp Challenge 8.

The team emerged as the overall champion besting 54 startup entries across the Cordillera Region during the recently concluded Philippine Startup Challenge 8 (PSC8) - Regional Pitching Competition.

Garnering a total score of 84.8%, their innovation “Para Po” was named the most viable startup idea among 54 entries submitted for this year’s PSC edition, according to DICT Cordillera.

“Para Po!" is a jeepney-centric mobile navigation app that will enable users to locate jeepney terminals, view routes, and access other public transportation information. The product aims to address the issues people encounter when commuting in a few clicks.
