Philippine Coast Guard to hire 4,000 personnel, salary P37,000 - P51-000 per month

PCG Hiring for 2023

Cordillera - The Department of Budget and Management (DBM) has approved the recruitment of 4,000 uniformed personnel for the Philippine Coast Guard (PCG) in the current fiscal year. 

This recommendation was favorably endorsed by Department of Transportation (DOTr) Secretary Jaime Bautista, with the strategic objective of bolstering the PCG's manpower and enhancing its capacity in maritime governance.

The ongoing nationwide recruitment process is expected to be concluded by the end of the year, resulting in a total of 30,430 personnel. 

This significant increase in manpower will reinforce the strength of the PCG and contribute to establishing a more robust coast guard organization.

The newly recruited personnel will be assigned to various PCG Stations and Substations, specifically addressing the current shortage of personnel in coastal municipalities. 

This deployment will substantially enhance the PCG's capability to effectively carry out its essential role in maritime governance across the Philippine archipelago.

Minimum qualifications for a PCG officer include: a four-year college degree, a professional civil service eligibility, and a passing mark at the PCG Aptitude Battery Test (ABT) for commissionship.

The entry level salary for a commissioned officer with a rank of Ensign is ₱ 51,000.

Meanwhile, applicants for PCG enlisted personnel shall have atleast 72 completed units or a 6-month Technical Education and Skills Development Authority (TESDA) course certificate as a proof of skill or expertise in a field of practice. He / She also needs to pass the PCG ABT for enlistment.

The entry level salary for an enlisted personnel with a rank of Apprentice is ₱ 37,000.

The PCG plays a critical role in safeguarding lives and property at sea, enforcing maritime law, protecting the marine environment, and asserting our maritime jurisdiction.

Benguet's Adivay Festival 2022 Jobs Fair set on November 21-22, 2022

Cordillera - The province of Benguet is celebrating its 122nd Foundation Anniversary through Adivay with the theme "A Peoples' Festival of Culture, Nature, and the Future. 

The word "Adivay" is an Ibaloi term that means "coming together". The celebration is a gathering of Benguet's 13 towns in the provincial capital, with focus on the culture and products of the municipalities. 

This year's celebration started on November 7th and will end on the 30th. 

According to PIO-Benguet, some of the lined up activities that will highlight the unique culture and industry of the Province includes the Mr. and Ms. Benguet Pageant, the Inter-Municipality Battle of the Bands, the Agri and Trade Fair, the Benguet Awards, the Inter-Regional Market Encounter, and the Parade and Grand Cañao that will be held on the 23rd.

There is also a job fair scheduled on the 21st and 22nd at the Provincial Capitol covered court where local jobs from various agencies and companies are offered those looking for work.

Some of the jobs available includes language teachers, chef, engineers, plumbers, painters, technicians, welders, nurses, accountants, customer service representatives, architects, heavy equipment operators, pharmacists, security guards, cashiers, riders and others.

English teachers, teaching assistants needed in Taiwan


MANILA – More Filipinos are expected to join their nearly 200 countrymen teaching in Taiwan as the Ministry of Education (MOE) launched the Taiwan Foreign English Teacher Program (TFETP) to expand the recruitment of foreign English teachers and teaching assistants in primary and secondary schools.

Records of the Taiwan National Immigration Agency showed there are 193 Filipino teachers there as of 2021, the Department of Labor and Employment shared in a recent news release.

Philippine Overseas Labor Office-Taichung Labor Attaché Bienvenido Cerbo Jr. recently visited several public elementary and secondary schools, as well as cram schools (test review centers), in Central Taiwan and engaged the principals to hire more Filipino teachers.

For 2022, the MOE is opening 450 teaching positions in public schools to foreign English teachers in order to establish an English-speaking environment for primary and secondary students, as well as enhance the local teachers’ English teaching skills.

The TFETP is in line with Taiwan’s goal to have English as second language by the year 2030 and create more opportunities for students.

The monthly salary for English teachers under the program starts at NT$62,720 (about PHP115,122.25), with travel subsidy, health insurance, and other benefits.

The salary will be based on the teacher’s highest educational level and years of full-time teaching experience.

To qualify, applicants must be proficient English speakers with a bachelor’s degree or higher and must have no criminal record. State-issued teaching license or credential is not required.

Philippine National Police to recruit 18,179 new police officers


Napolcom Press Release - A total of 18,179 new police officers will be recruited by the Philippine National Police (PNP) for the current year.

This was announced by National Police Commission (NAPOLCOM) Vice Chairman and Executive Officer (VCEO) Vitaliano N. Aguirre II, after the NAPOLCOM En Banc, headed by DILG Secretary and NAPOLCOM Chairman Eduardo M. Año, approved Resolution No. 2022-0050, dated January 31, 2022. Said Resolution grants PNP Chief Police General Dionardo B. Carlos the authority to recruit 1,000 Patrolmen and Patrolwomen for regular recruitment and 17,179 Patrolmen and Patrolwomen for attrition recruitment.

“The Commission approved the PNP’s CY 2022 Regular and Attrition Recruitment Program for Patrolmen and Patrolwomen, which will be implemented in two (2) cycles, considering that the distribution is based on police-to-population ratio; peace and order condition; and the actual demands of the functional area,” VCEO Aguirre II said.

The 17,179 attrition recruitment quota shall be distributed to the Offices/Units of the PNP in order to replace uniformed personnel losses due to separation from the service by means of retirement, resignation, death, dismissal from the service, and absence without leave. On the other hand, the 1,000 regular recruitment quota is intended to increase uniformed personnel strength; enhance police visibility; and improve the police-to-population ratio and peace and order condition in operational areas covered by the respective PNP Offices/Units.

This year’s attrition and regular recruitment quota shall be distributed to the Police Regional Offices (PROs), as follows: PRO 1- 200; PRO 2- 200; PRO 3- 800; PRO 4A- 200; PRO 4B- 400; PRO 5- 200; PRO 6- 300; PRO7- 600; PRO8- 600; PRO9- 200; PRO10- 400; PRO11- 300; PRO12- 200; PRO13- 600; PRO Cordillera- 200; PRO BAR- 400; NCRPO- 7,319; and MILF/MNLF- 1,460.

For the National Support Units (NSUs), the following is the allotment of the attrition and regular recruitment quota: Anti-Cybercrime Group- 200; Anti-Kidnapping Group- 100; Aviation Security Group- 100; Communications and Electronics Service- 200; Criminal Investigation and Detection Group- 200; Forensic Group- 200; Explosive Ordnance Disposal and Canine Group- 100; Engineering Service- 100; Highway Patrol Group- 200; Health Service- 400; Headquarters Support Service- 200; Intelligence Group- 100; Information Technology Management Service- 100; Legal Service- 100; Maritime Group- 600; National Police Training Institute- 200; PNP Retirement and Benefits Service- 200; Police Security and Protection Group- 200; and Special Action Force- 100.

VCEO Aguirre II stressed that all accomplished Psychological Assessment Test (PAT) forms shall be sealed in an envelope in order to preserve the integrity of PAT results and ensure that all information therein have not been altered. Likewise, in order to consider the validity of the PAT before publishing its results, the sealed envelope shall be opened and the result shall be published under the presence and supervision of NAPOLCOM and PNP representatives.

Further, VCEO Aguirre reiterated that Chiefs of PNP Offices/Units and members of the Recruitment Screening Committee (RSC), including the head and members of the Secretariat, are required to strictly observe and comply with the rules and regulations in the recruitment, selection and appointment of Patrolman and Patrolwoman, as provided under NAPOLCOM Memorandum Circular No. 2021-001. They are also obliged to follow the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) Guidelines. More importantly, the RSC must strictly follow the “sequential step” in the processing of the applications wherein only those who passed the previous stage shall be allowed to undergo the succeeding processes.

“NAPOLCOM and PNP officer/personnel who shall fail to strictly observe and comply with this Resolution and other pertinent policies shall be dealt with under existing rules and regulations; they shall be immediately relieved; and they shall not be designated to any position of major responsibility,” VCEO Aguirre II said.

Cordillera - Filipino workers are known world-wide for their job ethics. They are diligent at work, friendly, posses solid qualifications, and they are adaptable to  various cultures and easily learn the language of their country of work.

The Labor Attache in Japan Mrs. Elizabeth Marie Estrada said on a virtual meeting that Japan will be needing 350,000 foreign workers under the specified skilled workers (SSWs) within a five-year period. 

"Based on the deployment tract on specified skilled workers which was opened by the Japanese government in 2019, they said that within the five-year period they will allow the entry of 350,000 workers", Estrada said via PNA.

She said that once Japan started opening its borders, Japan will be hiring more Filipino skilled workers to be deployed in the host country. 

Japan is targeting around 350,000 foreign workers this time since only 10,000 workers were able to enter Japan before the start of the pandemic. 

Estrada is optimistic a lot of Filipinos will be hired because they are ready to enter and work in Japan.

"Let's anticipate once Japan opens its borders and allow the entry of foreign works, we are ready, our workers are ready to enter Japan," she added.

As of July 2021, the POLO logged around 277,409 Filipino workers in Japan.

Napolcom approves recruitment of 17,314 police officers: Salary - Php29,668 + benefits & allowances


Cordillera - The National Police Commission (NAPOLCOM) approved the recruitment of 17,314 Patrolmen and Patrolwomen to replenish personnel losses, increase personnel strength, enhance police visibility, and improve police-to-population ratio and peace and order condition in the operational areas covered by the respective Police Regional Offices (PROs) and National Support Units (NSUs).

The NAPOLCOM En Banc, headed by Department of the Interior and Local Government (DILG) Secretary and NAPOLCOM Chairman Eduardo M. Año, issued Resolution No. 2021-0475, dated April 27, 2021, approving the CY 2021 Regular and Attrition Recruitment Program of the Philippine National Police (PNP).

NAPOLCOM Vice Chairman and Executive Officer Vitaliano N. Aguirre II said that the 1,000 regular recruitment quota shall be allotted to the National Capital Region Police Office (NCRPO) in the 1st recruitment cycle to improve the police-to-population ratio in the region, address personnel losses due to localization program, and satisfy the personnel requirement of the Office.

“The 16,314 attrition recruitment quota, on the other hand, is intended to replace uniformed personnel losses due to separation from the service (retirement, designation, death, dismissal from the service, absence without leave),” Aguirre said.

The attrition recruitment quota for the PROs for the 1st and 2nd cycles shall be distributed, as follows: PRO1- 350; PRO2- 400; PRO3- 750; PRO4A- 750; PRO4B- 450; PRO5- 850; PRO6- 100; PRO7- 650; PRO8- 1,200; PRO9- 100; PRO10- 150; PRO11- 100; PRO12- 100; PRO13- 100; PRO COR- 100; PRO BAR- 1,700; and, NCRPO- 5,000;

For the NSUs, following is the allotment of the attrition recruitment quota for the 1st and 2nd cycles: Anti-Cybercrime Group (ACG)- 200; Communications and Electronics Service (CES)- 350; Criminal Investigation and Detection Group (CIDG)- 200; Crime Laboratory (CL)- 500; Explosive Ordnance Disposal and Canine Group (EOD/K9) - 100; Health Service (HS)- 500; Headquarters Support Service (HSS)- 150; Intelligence Group (IG)- 100; Legal Service (LS)- 100; Maritime Group (MG)- 1,000; National Police Training Institute (NPTI)- 250; PNP Drug Enforcement Group (PNP DEG)- 514; PNP Retirement and Benefits Administration Service (PRBS)- 100; Police Security and Protection Group (PSPG)- 150; Special Action Force (SAF)- 100; and PNP Training Service (PNPTS)- 150.

Vice Chairman Aguirre said that Chiefs of PNP Offices/Units and members of the Screening and Selection Committee, including the head and members of the Secretariat, are required to strictly follow the existing rules and regulations on the recruitment, selection and appointment of Patrolman and Patrolwoman as well as the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) Omnibus Guidelines in the Implementation of Community Quarantine in the Philippines; otherwise, they would be subjected to administrative sanctions.

3,000 Filipino Nurses needed in the United States in 2021


Cordillera - Filipino registered nurses who lose their job during the pandemic can find hope in 2021 as the United States opened up some 3,000 available jobs for nurses according to Senator Imee Marcos.

Marcos said Filipino nurses can fill the shortages of nurses in the state of California, Texas, Florida, Minnesota, and New York. 

According to Marcos, the rising cases of infection across America aggravated by the fall-winter flu season has forced many nurses from other states to stay put.

"The cold reality is that America's need for nurses answers our own need to curb high unemployment and put food on the table of whole Filipino families," Marcos said.

"The lack of a national policy on job creation and recovery has given the unemployed limited options," she added.

Marcos said that many overseas Filipino workers (OFWs) are among the estimated 200,000 nurses who have lost work and come home or remain stranded in taking up jobs abroad since border controls began earlier this year to stop the spread of the pandemic.

As of September, almost 40% of the country's adult labor force or more than 23 million people are out of work.

"Let's hope that the roll-out of vaccines accelerating next year will ease unemployment."

The Japan Exchange and Teaching (JET) Program 2022 now open for application

JET Programme 2022
Cordillera-  Aspiring Assistant Language Teachers (ALT) and Coordinator for International Relations (CIR)  in Japan through the Japan Exchange and Teaching (JET) Program can now submit their application for 2022.

The primary task of ALTs is to assist in classes led by Japanese English teachers in public or private schools in their municipalities.

The JET Program is one of the most extensive exchange programs in the world and Filipinos is one of the popular participants. Japan trusted Filipinos in the  industry of teaching English as Second/Foreign Language (ESL/EFL) thus, the Philippines and Japan have developed a deeper mutual understanding through a foreign language exchange and cultural immersion.

KEY DUTIES AND RESPONSIBILITIES

 Assistant Language Teachers (ALTs) will work in private or public schools, or local boards of education in the prefecture or municipality they will be assigned to. ALTs’ primary task is to assist in classes led by Japanese Teachers of English in the following manners:

●  Assisting in the preparation of teaching materials;

●  Planning and supervising extracurricular activities for students, such as English club or sport activities;

●  Organizing cultural or international exchange programs.

ELIGIBILITY REQUIREMENTS

Applicants must: 

  • be interested in Japan and be willing to deepen their knowledge and appreciation of Japan after their arrival; be motivated to participate in and initiate international exchange activities in the local community; make effort to study or continue studying the Japanese language prior to and after arriving in Japan
  • be both mentally and physically healthy.
  • be willing and able to adapt to living and working in Japan, and be determined to responsibly complete their period of participation.
  • hold a Bachelor's degree or higher, or obtain such qualifications by the designated arrival date.
  • be a Filipino citizen.
  • be adept in contemporary standard pronunciation, rhythm and intonation in English and possess excellent language ability that can be applied accurately and appropriately; have the ability to form sentences in a comprehensive and logical manner. (See Note 1)
  • not have participated on the Programme since the 2017 JET Programme year or have participated on the Programme for more than 5 years in total.
  • not have declined a position on the Programme after receiving notification of assignment in the previous JET Programme year (excluding cases where it is accepted that the Participant had a valid, inevitable reason for withdrawing).
  • not have lived in Japan for 6 or more years in total since 2010.
  • have a desire to proactively maintain relations with Japan, even after completion of the Programme.
  • concerning entry into Japan for participation on the Programme, agree to reside in Japan under the status of residence stipulated in Article 2-2 of the Immigration Control and Refugee Recognition Act.
  • be willing to obey all Japanese laws.
  • Applicants with a suspended jail term must have finished their period of probation by the time they submit their application form.
  • be interested in the Japanese education system, particularly foreign language education in Japan.
  • be interested in working with children.
  • be qualified as a language teacher or be strongly motivated to take part in the teaching of foreign languages.


Additional evaluation points will be given to applicants who:

  • Have a bachelor’s degree or higher in English or Education.
  • Have a professional language teaching license and/or experience (especially in classroom setting).
  • Have a general teaching experience or qualifications. (See Note 2)
  • Have a Japanese language background (JLPT passer) and/or Japan study background. (See Note 2)
  • Have experience traveling/living in foreign countries.

 Note:

An applicant’s ability to use the English language accurately and appropriately will be assessed based on the information he or she will provide in the application documents, as well as the results of an in-house English exam.

The screening process also involves a teaching demonstration in English and a Nihongo conversation test.

DILG Cordillera is in need of 571 Contact Tracers with P18,784.00 monthly salary

Cordillera - The Department of Interior and Local Government - Cordillera (DILG-CAR) has announced that it is hiring interested individuals to work as contact tracer to be deployed in different parts of Cordillera.
The contract tracers shall augment or form part of the existing Contact Tracing Team of the government units who will provide the first point of contact cases of the Covid-19. 

They shall conduct case interviews, profiling, and perform and initial public health risk assessment Covid-19 cases and their identified close contacts.

Contact Tracer will serve until December 31, 2020, according to DILG-CAR.

Applicants are advised to submit their basic requirements to the preferred DILG Provincial/City Office through their respective email or drop box provided at the entrance of the DILG Regional, Provincial, City, or Municipal Offices.

The AFP is hiring military nurse with gross salary of P51,679.00 and allowances

Cordillera - The Armed Forces of the Philippines is accepting applicants interested to be a military nurse.

PSA-Benguet is hiring 1, 559 census field personnel

Cordillera - The Philippine Statistics Authority (PSA) - Benguet Provincial Statistics Office is now hiring 1, 559 Contract of Service Workers field personnel for the conduct of 2020 Census of Population and Housing (2020 CPH) enumeration that will start on September 1 to 29, 2020 (25 days).
The 2020 CPH will be conducted all over the country which aims to provide government executives, policy and decision makers, and planners with updated population and housing data, which shall be used as bases to their social and economic development plans, policies, and programs and in the allocation of resources at various geographic levels.

The census personnel to be hired and the minimum qualifications are as follows:

1. Enumerator (1,496)

a. preferably a college graduate, or has completed at least second year college;
b. preferably with experience and training in census/survey undertakings of the PSA;
c. with legible hand writing (preferably in printed capital letters);
d. able to speak the local dialect;
e. physically fit for field work (if female, must not be pregnant);
f. with good moral character;
g. with ability to deal with public tactfully;
h. preferably resident of the barangay;
i. willing to be assigned in any barangay or municipality;
j. willing to work on Saturdays or Sundays and holidays and beyond 5:00 p.m., if necessary; and
k. with no existing work contract with other offices/agencies.
2. Census Area Supervisor (49)
a. must be a college graduate;
b. resident of the assigned city/municipality;
c. with experience in census/survey undertaking;
d. able to speak the local dialect;
e. preferably with supervisory background in census, survey or similar operations;
f. with legible hand writing (preferably in printed capital letters);
g. physically fit and able  (if female, must not be pregnant);
h. with no existing work contract with other offices/agencies;
i. with good moral character; and
j. willing to work on Saturdays or Sundays and holidays and beyond 5:00 p.m., if necessary.

3. Headquarter Clerk (14)
a. preferably college graduate;
b. computer literate;
c.physically fit and able;
d.with experience in census/survey undertaking;
e. able to speak the local dialect in the city/municipality;
f. with no existing work contract with other offices/agencies;
g. with good moral character; and
j. willing to render overtime service, if necessary.
